How County Records Work in Hawaii
Hawaii's criminal records system is centralized at the state level through the Hawaii Criminal Justice Data Center. This means that regardless of which county a crime occurred in, the HCJDC in Honolulu serves as the primary repository for criminal history information. Each county, however, maintains its own police department and circuit court, which handle local records requests, police report copies, and in-person record access.
The four judicial circuits map to the counties as follows. The First Circuit Court covers Honolulu County on Oahu. The Second Circuit Court serves Maui County, which includes Maui, Molokai, and Lanai, as well as Kalawao County. The Third Circuit Court handles Hawaii County on the Big Island. The Fifth Circuit Court serves Kauai County. Each circuit court maintains its own case files and provides access through eCourt Kokua online or in person at the courthouse.
