Reports are released under UIPA Chapter 92F-13, but with redactions. Felony case files held by the court may contain more detail than the police report alone.

HPD also has an online Citizen Police Report System for non-emergency incidents. You can reach the non-emergency callback line at (808) 768-0000. This system handles minor incidents, not active felony cases. For serious felony matters or urgent records requests, contact the Records Division directly. Felony Records Access Under Hawaii Law

Hawaii's public records law is the Uniform Information Practices Act, known as UIPA, found at HRS Chapter 92F. Under Section 92F-11, all government agencies must make records available for inspection during business hours. This covers police reports, court case files, and criminal records held by state and county agencies in Honolulu County. Any person can ask to see or get copies of these records. You do not have to explain why you want them.

Section 92F-13 lists the exceptions. Agencies can withhold records if disclosure would interfere with an open investigation. They can also protect privacy for certain personal details. Records covered by other laws, like juvenile records or sealed court cases, are not public. Honolulu County felony records that are part of closed cases are generally available under UIPA. The Office of Information Practices oversees UIPA compliance and can answer questions about denied requests. Their attorney of the day line is (808) 586-1400.

Under HRS 846-2.7, felony records are retained for 75 years. Misdemeanor records are kept for 25 years. This means felony records from decades ago can still be found through HCJDC or court searches. For Honolulu County specifically, this covers all cases handled by the First Circuit Court and all HPD case files that have been processed and closed.

The Hawaii Department of Law Enforcement also handles UIPA requests for its own records. You can submit a request to law.uiparequest@hawaii.gov or mail it to 715 South King Street, Room 505, Honolulu, HI 96813. The Sheriff Division can be reached at (808) 587-5002, and Sheriff Records can be reached at (808) 587-5121. The UIPA request page has forms and instructions.

Note: If your UIPA request is denied by any Honolulu County agency, you can contact the Office of Information Practices to ask for guidance before filing a formal appeal.

Felony Record Expungement in Honolulu County

Some felony records in Honolulu County can be expunged under Hawaii law. Expungement removes the record from public access and from the official criminal history file held by HCJDC. Not all felony convictions qualify. The process depends on the charge type, the outcome of the case, and whether you meet the waiting period requirements.

The HCJDC expungements page explains who qualifies and how to apply. HCJDC manages the expungement process for the state, including Honolulu County cases. If you were acquitted, had your case dismissed, or completed a diversion program, you may qualify. Some drug offenses have specific paths to expungement under Hawaii law. For more complex cases involving felony convictions, you may need to consult an attorney who handles criminal records law in Honolulu. The Hawaii Attorney General's office oversees HCJDC and can point you to the right resources.
